The Chief, Quality Safety Value (C-QSV) executes leadership that is characterized by substantial responsibility and accountability for quality, continuous improvement and readiness through an integrated program that crosses service and/or discipline lines. A Recruitment/Relocation Incentive may be authorized for a Highly Qualified Individual. To qualify for this position, you must meet the basic requirements as well as any additional requirements (if applicable) listed in the job announcement. Currently employed physician(s) in VA who met the requirements for appointment under the previous qualification standard at the time of their initial appointment are deemed to have met the basic requirements of the occupation. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education: Degree of Doctor of Medicine or an equivalent degree resulting from a course of education in allopathic medicine or osteopathic medicine. The degree must have been obtained from an institution whose accreditation was in place for the year in which the course of study was completed. Licensure and Registration: Current, full and unrestricted license to practice medicine or surgery in a State, Territory, or Commonwealth of the United States, or in the District of Columbia. Residency Training: Physicians must have completed residency training, approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification. (NOTE: VA physicians involved in academic training programs may be required to be board certified for faculty status.) Approved residencies are: Those approved by the Accreditation Council for Graduate Medical Education (ACGME), b) OR Those approved by the American Osteopathic Association (AOA),OR Other residencies (non-US residency training programs followed by a minimum of five years of verified practice in the United States), which the local Medical Staff Executive Committee deems to have provided the applicant with appropriate professional training and believes has exposed the physician to an appropriate range of patient care experiences. Residents currently enrolled in ACGME/AOA accredited residency training programs and who would otherwise meet the basic requirements for appointment are eligible to be appointed as "Physician Resident Providers" (PRPs). PRPs must be fully licensed physicians (i.e., not a training license) and may only be appointed on an intermittent or fee-basis. PRPs are not considered independent practitioners and will not be privileged; rather, they are to have a "scope of practice" that allows them to perform certain restricted duties under supervision. Additionally, surgery residents in gap years may also be appointed as PRPs. Physical Requirements: See outlined below. English Language Proficiency. Physicians appointed to direct patient-care positions must be proficient in spoken and written English as required by 38 U.S.C. § 7402(d) and 7407(d). The Chief of Quality, Safety and Value is responsible for providing leadership and guidance to develop, implement, refine, and maintain a comprehensive Quality Management review program. This is hospital-wide to evaluate the quality of patient care as well as the appropriateness and timeliness of the service provided. Other responsibilities include representation at medical center and care line committees, as well as, program planning, data analysis, and writing formal reports related to the overall facility performance. Functions in an advisory capacity to administration in evaluating proposed changes as they relate to patient care. In addition, the incumbent coordinates and provides consultation on issues related to personnel, budget and forecast projections. Participates with leaders from the governing body, management, and clerical staff in upholding the hospital mission, vision, value and strategic plan. Interacts with the community as needed on behalf of the medical center. Uses an analytical framework to create an environment that facilitates the delivery of care. Coordinates and evaluates integrated programs or demonstrates clinical excellence. Provides leadership in addressing ethical issues that impact patients and staff in or beyond the organization and the local health care community. Assumes a leadership role in resolving highly complex ethical issues that have an impact upon the health care delivery system and/or the consumer within the organization and/or the community. Designs, modifies, and implements systems compatible with professional standards and within the mission and the goals of the organization to improve the cost-effective use of resources. Develops staff for career progressions. Forecasts new knowledge needs for changing practice environments/population groups. Plans, implements, and evaluates strategies to meet those needs.
